In April 2021, Iran attended indirect talks on its nuclear program hosted by the European Union in Vienna. The talks included the other five participants to the 2015 nuclear deal—Britain, China, France, Germany and Russia—and the United States. Iran did not meet directly with the United States but held separate discussions with the five remaining participants, known as the P4+1. The Iranian delegation included representatives from the Central Bank of Iran and the Petroleum Ministry, which reflected Tehran’s interest in sanctions relief.
The negotiations played out over six rounds:
- The first round from April 6 to 9
- The second round from April 15 to 20
- The third round from April 27 to May 1
- The fourth round from May 6 to May 19
- The fifth round from May 25 to June 2
- The sixth round from June 12 to June 20
The goal of the Vienna talks was to draft a roadmap of steps -- one on the United States lifting sanctions and one on Iran rolling back its nuclear program. But U.S. and Iranian diplomats did not participate in the same sessions.
Iran's goal in Vienna was to “rapidly finalize sanction-lifting & nuclear measures for choreographed removal of all sanctions, followed by Iran ceasing remedial measures,” Iranian Foreign Minister Mohammad Javad Zarif tweeted on April 2. More specifically, the goal was reportedly to draft two agreements – one with the United States and one with Iran – to detail steps each would take to restore full compliance with the nuclear pact.
The new diplomacy is designed to reverse the policy of President Donald Trump, who abandoned the accord in May 2018. He also reimposed punitive economic sanctions that had been lifted by the deal. After the Trump decision, Iran continued to comply with its obligations for more than a year. But in July 2019, it began breaching the agreement. Iran’s breaches were incremental and calibrated until the assassination of Mohsen Fakhrizadeh, a top nuclear scientist, in November 2020.
Iran then took steps – including enriching uranium up to 20 percent – that could bring Tehran closer to sufficient fuel for a bomb. Enriching from 20 percent to weapons-grade levels – 90 percent or higher–could be a relatively quick process if Tehran made the political decision to actually produce the world’s deadliest weapon. As a result of Iran’s breaches, the so-called breakout time – or the time Iran would need to enrich enough uranium to make one nuclear bomb – has shortened from one year in 2015 to about three months in 2021, the Institute for Science and International Security estimated. In a meeting with President Hassan Rouhani and his cabinet on July 28: “It became clear in this administration that trusting the West will not work as they are not going to help us, and they will strike a blow whenever they can. When they do not strike a blow, it is because they do not have the means to do so. Whenever they could, they struck a blow. This is a very important lesson.”

If we say later on that we are not going to negotiate over these matters because the policies of the country and our parliament do not allow us to do so, they will say that there is no deal because we have supposedly violated it.”
“They have already violated the agreement one time without facing any cost for doing so. Now too, when they are told to promise and guarantee that they will not violate it another time, they respond that they cannot give such a guarantee. They are saying this explicitly to our friends and our diplomats. They say they cannot and will not promise such a thing.”
Televised speech on April 14: “I have discussed the country’s policy with officials both in public and private meetings and also in writing. It is clear what the country’s policy is and what officials should do. Now, they have decided to negotiate in order to implement this same policy. I have no problem with this, but they should be careful not to let negotiations become too draining or allow the other side to lengthen the negotiations too much, because this is detrimental to the country.”
“When the Americans continuously speak of their willingness to negotiate directly with Iran, they do not intend to negotiate in order to accept the truth. Rather, their purpose in negotiating is to impose their false claims. This is what they always do. They do not want to listen to and accept the truth. In some of the European’s private meetings with our officials – whose reports we have received – they acknowledge that Iran is right about its policy that the sanctions should be removed first. This is because we are not sure about their promises since they have already broken their promises tens of times and acted exactly opposite to what they have said. They will do the same now too. Therefore, they should first do what we say, and we must be certain that they have done so. Then we will carry out our obligations.”
“Sometimes the European negotiators confirm in private meetings that what Iran says is correct, and that the Iranians are right. But when it comes to decision-making, they follow them (the US). They are not truly independent in any way. As for the Americans, they have an aggressive attitude. They try to impose their demands. This is the issue.”
